Understanding Utility Coordination: Why Panel Upgrades Take Longer in North Idaho

The short answer

Most panel upgrades take longer than homeowners expect because of utility coordination, not the electrical work itself. An electrician can usually swap a panel in a day. Getting the utility to disconnect service, review the new load, and schedule a reconnect can take two to six weeks depending on the season and the utility.

What utility coordination actually involves

A panel upgrade isn't just a contractor job. It requires the utility (Avista in most of Bonner and Kootenai counties, or a rural co-op depending on your area) to sign off on changes to the service point. Here's what that process usually includes:

  • An application submitted by your electrician showing the new panel size and load calculation

  • A review of the transformer serving your property, to confirm it can handle the increased amperage

  • Scheduling a disconnect, since the utility has to pull the meter or de-energize the line before work starts

  • A reconnect appointment after the local building inspector approves the new panel

  • In some cases, upgraded service drop wiring if the existing line can't handle the new amp rating

Each of these steps depends on the utility's crew schedule, not your contractor's. That's the part homeowners can't speed up much.

Typical timeline breakdown

Here's roughly how the pieces stack up on a standard 200-amp upgrade:

  • Electrical work itself: 1 to 2 days

  • Permit review by the local jurisdiction: a few days to two weeks

  • Utility disconnect scheduling: 1 to 4 weeks, longer in summer and after storms

  • Inspection and reconnect: a few days once the panel passes

Add it up and a project that takes two days of hands-on labor can span four to eight weeks start to finish. That's normal here, not a sign something went wrong.

Why North Idaho adds extra time

A few things make this region slower than a dense city grid:

  • Rural properties often sit on longer service runs, so the utility has to check line capacity, not just the transformer

  • Utility crews cover a lot of ground between Sandpoint, Sagle, Coeur d'Alene, and outlying areas, so scheduling windows are wider

  • Storm season and high summer demand push utility crews toward emergency work first, which delays routine disconnects

What it costs, and why coordination affects price too

Most panel upgrades in this area run in the low thousands of dollars. Three things move that number:

  • Service size: jumping from 100 amp to 200 amp costs more than a straightforward panel swap at the same amperage

  • Meter location: if the meter needs to move or the service line needs to be extended, that adds labor and utility involvement

  • Utility coordination itself: some utilities charge fees for service upgrades or require new equipment on their side of the meter, which shows up in your final cost

If you're also adding a generator, the interlock or transfer switch is a separate cost, usually a few hundred to a couple thousand dollars depending on whether you go with a manual interlock or an automatic transfer switch. What actually triggers an upgrade

Most upgrade calls we get start with one of these:

  • Breakers tripping often, especially when running multiple appliances at once

  • Lights flickering when the AC or well pump kicks on

  • A 100-amp panel that can't handle a modern kitchen, EV charger, and heat pump all at once

  • Adding a whole-home generator, which usually requires more panel capacity than older homes have

  • Installing an EV charger, which alone can push an older panel past its limit

The honest tradeoff

You can't make the utility move faster. What you can control is getting your paperwork right the first time, so there's no back-and-forth that adds weeks. A contractor who knows the local utility's requirements and submits a complete application up front saves you real time. That's the main thing separating a four-week project from an eight-week one.
