New Construction Wiring: What Bonner County Builders Should Know About Code

Bonner County follows the 2020 National Electrical Code with Idaho amendments. Every new home needs a permit before wiring starts, a rough-in inspection before drywall goes up, and a final inspection before anyone moves in. Skip a step and you risk tearing out finished walls to fix it.
Here is what actually trips up builders and what it costs to get right the first time.
Panel size: build for 200 amps, not 100
A 100-amp panel used to be standard. It is not anymore. Heat pumps, electric ranges, EV chargers and whole-home generators all pull load that a 100-amp service was never sized for. Most lenders and inspectors now expect 200 amps in new construction, and going bigger later means digging up the yard, coordinating with the utility, and paying low thousands of dollars for a service upgrade you could have built in from the start.
If a homeowner mentions a hot tub, a shop, or a future EV, size the panel for that now. Adding a subpanel or running heavier wire during framing costs a fraction of what it costs after drywall and siding are done.
AFCI and GFCI protection is not optional
Code requires arc-fault protection in bedrooms, living rooms, and most habitable spaces. Ground-fault protection is required in kitchens, bathrooms, garages, unfinished basements, and anywhere outdoors. Combination AFCI/GFCI breakers cover both in one device, and most builders just spec them across the board now rather than trying to remember which room needs which.
Tamper-resistant receptacles, everywhere
Every general-use outlet in new construction needs tamper-resistant slots. This one is easy to miss on a big material order, and inspectors catch it every time. Cheap fix if you order it right the first time, annoying fix if you don't.
Grounding starts in the footing
If you are pouring a concrete footing with rebar, that is your chance to install a Ufer ground before the concrete goes in. Miss it and you are driving ground rods later, which works but takes more labor and doesn't perform quite as well in our rocky soil.
Plan for generators before the walls close up
A lot of Bonner County homeowners want backup power, especially after a bad winter storm. A generator inlet, interlock kit, or automatic transfer switch runs anywhere from a few hundred dollars to a couple thousand depending on the setup. Roughing in the conduit and inlet location during framing costs almost nothing extra. Adding it after siding and drywall are finished means more labor and a less clean install. EV charger circuits: rough it in now
Even if the homeowner doesn't own an EV yet, running a dedicated 240-volt circuit to the garage during rough-in costs very little. Coming back later means fishing wire through finished walls or running conduit on the surface, neither of which looks great or costs as little.
What drives cost on new construction wiring
A few things move the price more than anything else:
Distance from the meter to the main panel, especially on rural lots with long driveways
Whether walls are open (framing stage) or finished, since open walls are always cheaper to wire
Amp rating of the service, since 200-amp equipment costs more than 100-amp but pays for itself by avoiding a future upgrade
Permit and inspection fees, which vary by county but are non-negotiable and worth budgeting for upfront
Utility coordination, since Avista and Kootenai Electric both have their own timelines for setting meters and connecting service
Cutting corners on permits to save time rarely works out. We wrote about this in detail in why skipping permits on an electrical upgrade costs more later, and the same logic applies to new construction. An unpermitted job can hold up your certificate of occupancy or cause problems when you sell.
